It's supposed to be a toy model train set viewed from above - lacking in detail when you view it up close. Parkitect always styled itself as a 3D successor to RCT2 moreso than RCT3, and the semi-isometric perspective choice is a big part of that. Usually that's from the perspective they were building from - as you won't be adding details underneath roofs and such unless you were actively designing it to be viewed that way. There are several reasons, but the most obvious is that Parkitect creators are going to showcase their parks in the way they think their parks would best be showcased.
